Rafał Tyński 6c78351a95 ci: add disabled Gitea Actions CI/CD workflows 
Add CI and CD workflows for backend, frontend and image publishing. The workflows are fully commented out because no Gitea Actions runner is attached; uncomment once a runner is registered.
